What changed
The deadline is a changed requirement because the same section now contains a different date. The accessibility statement is added because it has no matching baseline requirement. The printed-copy instruction is explicitly removed because the amendment contains a direct deletion instruction.

How replacement language differs
If the amendment instead says, “Replace Section 3 with: submit one electronic copy,” the operational result is a changed requirement. The old instruction is superseded by new wording, so the reviewer needs both sides of the change rather than a deletion-only finding.
